NOTICE OF MEETING
All members of the Council are hereby summoned to attend a meeting of Glinton Parish Council to be held in the Village Hall on Tuesday 15th April 2025 at 7.15 pm for the purpose of transacting the following business.

Members of the public and press are welcome to attend the meeting and to address the parish council in the Open Forum item 3 on the agenda below.

AGENDA

1. APOLOGIES FOR ABSENCE.

2. MEMBERS DECLARATION OF INTERESTS.
a. Councillors to declare any Disclosable Pecuniary interests not already registered or other Interest in any items on the agenda.

b. Consideration and granting of any dispensations submitted by members.

3. PUBLIC PARTICIPATION.
To allow up to 15 minutes for members of the public, and Councillors declaring a prejudicial interest, to address the meeting in relation to the business to be transacted at this meeting.

MEMBERS OF THE PUBLIC WHO WISH TO ATTEND THE MEETING OR ADDRESS THE PARISH COUNCIL ARE ADVISED TO NOTIFY THE CLERK IN ADVANCE (Preferably before mid -day of the day of the meeting) in order that appropriate facilities are made available: Parish council is restricted by law to discussion of matters on a published agenda therefore public participation is limited to items that appear on the agenda OR to request an item for a future agenda; public participation shall be limited to 15 minutes with each person speaking for no longer than 5 minutes.

PARISH COUNCIL MEETINGS ARE NOT PUBLIC MEETINGS THEY ARE MEETINGS “HELD IN PUBLIC” – PUBLIC PARTICIPATION IS RESTRICTED TO THE PUBLIC FORUM UNLESS OTHERWISE PERMITTED AT THE DISCRETION OF THE CHAIRMAN

5. MATTERS ARISING FROM MINUTES OF PREVIOUS MEETING – (if any) (Information only).

6. PLANNING.

a. Local Plan Review (LP) – Draft Plan & Appendix 1 (including proposed site allocations) and appendix 2 (LP Map) have been published and is due to go out to public consultation from 11th April to the end of May.
Important Note
A public meeting is to be held in AMVC on 24th April to outline the contents of the draft LP and the implications for Glinton. – Residents will be invited to respond to the consultation process whether or not they support the draft LP

In view of the public meeting on 24th and the parish briefing on 30th April, the chairman and Clerk recommend that debate on the Local plans should be deferred to an extraordinary meeting to be called in the first week of May, by which time we will have a clear mandate from residents and the benefit of knowledge acquired at the parish briefing.

b. To receive an update on the status of planning applications still not determined at the previous meeting

c. New applications – as Statutory Consultees, consider the following applications and any other planning applications validated since the last meeting and respond as appropriate to the planning authority.
i 25/00333/HHFUL – 1 Beech Road – Proposed demolition and erection of single storey rear extension.

ii 25/00334/TRE – 20 Rectory Lane – (T1) Ash – Reduce limb over hanging property by 1.5-2m and remove smaller lower limb – (05/00011/TPO).

iii 25/00335/CTR – 20 Rectory Lane – (T1) Sycamore – Remove limb which is breaking out from the crown and over driveway

iv 25/00364/HHFUL – 31 Oak Road – Demolition of side extension and garage and construction of new two-storey side and single storey extension.

v 25/00376/FUL – Land to the East of Peakirk Road – Construction of 24 Dwellings

vi 25/00378/DISCHG – 11 North fen Road – Discharge of condition C4 (External Materials) to planning permission 23/00504/HHFUL

d. Planning Appeals in progress.

i 25/00006/REFPP – received by LPA 11th March 2025 – Land to The East of Lincoln Road – Outline application for a residential development of up to 95 dwellings with access from Lincoln Road, public open space, sustainable drainage and landscaping with access secured and all other matters reserved (appearance, landscaping, layout and scale) Larkfleet

ii 25/00002/REFPP – received by LPA 13th January 2025 – Change of use from dwelling house (C3) to residential care home (C2) – retrospective – Kisimul

iii 25/00001/ENFNOT – received by LPA 13th January 2025 – Appeal against Enforcement Notice. This is a linked appeal with planning application 23/01712/FUL (APP/J0540/W/24/3352403) Kisimul

e. Neighbourhood Planning – Update report – Cllr. Kirt

7. COMMUNITY MATTERS –

a. Events –
a VE Day Commemoration 8th May – Beacon Lighting 9.30
b VE Day Celebration others Plans for 2025 update – if required.

b. Standing item – Ashburn Close Play Area – Installation of Play equipment in progress, anticipated completion 11th April – expected invoiced on 14th April. Cllr Aylesbury to update the meeting.

b Councillors observations of any other forms of ASB

d. AMVC – rear contractor entrance, Lincoln Road – Site manager has advised that over the Easter Holiday the 9 sheets of Ply will be replaced, decorated and the metal sliding gate painted with Black Hammarite paint

e. Nature Recovery Areas –
a Bee Orchid fencing – Cllr Staines to update.
b Site protection measures update

f. Community Orchard – ongoing watering and Maintenance – Clerk to report responses from The city council and Dave grierson

g. Climate Change – standing item – Cllr. Kirt to report

i. Defibrillator Training – Cllr Randall to provide update

j. Community engagement – (standing item) To receive an update report from Cllr. Jackson on parish council Facebook page.

k. Village Hall –
i. update on upgrade & note the date change for the June parish council meeting.
ii. To note that the Glinton Community Association have been informed by the city council that the village hall has been adopted as a local Heritage asset

l. Speed Sign – Cllr. Randall to report

m. Village Sign – Installation quotes – Cllr. Randall to report

n. Village Crest – To consider use as letterhead (or Village Sign)

8. REPORTS – Standing item – To note the reports of Councillors and/or clerk attending meetings as representatives of the Parish Council (if any).
a. Parish Liaison group presentation on Local Plan scheduled for 30th April – Places sought for Chairman, vice chairman and Clerk feedback will be circulated to Cllrs
b. Any other reports from Cllrs on meetings attended

9. GOVERNANCE MATTERS –
a. Memorial application in respect of the late John Paul O’Connell
b. Annual Governance & Accountability Return (AGAR) – to consider the detailed responses to be made to section one, page four, “Annual Governance Statement 2024/25” of the annual return
c. Budgetary control report – If available will be circulated to Councillors – other urgent matters permitting – (Otherwise deferred to May meeting)
d. Meetings in May 2025 – Annual Parish council meeting and annual parish meeting- to determine arrangements and format for these formal MAY meetings.

13. DATE OF NEXT MEETING
The next meeting is scheduled for TUESDAY 20th May 2025 at 7.15pm in the village hall
