NOTICE OF MEETING
All members of the Council are hereby summoned to attend a meeting of Glinton Parish Council to be held on Tuesday 26th July, 2022 at 7.15pm for the purpose of transacting the following business.

Members of the public and press are welcome to attend the meeting and to address the parish council in the Open Forum item 3 on the agenda below.
Members of the public are also advised to provide written submissions of any questions or comments on matters on the agenda. This is to ensure that those comments are considered by councillors in the event that the member of the public has difficulty in accessing the meeting.

a. Councillors to declare any Disclosable Pecuniary interests not already registered or other Interest in any items on the agenda.
b. Consideration and granting of any dispensations submitted by members.

6. PLANNING – To receive an update on the status of planning applications still not determined at the previous meeting, and, as statutory consultees, consider the following applications and other planning applications validated since the last meeting and respond as appropriate to the planning authority.
a) To receive an update on current PLANNING APPLICATIONS
b) 22/00722/R3FUL – Clare Lodge 8 Lincoln – Two storey extension to form new education facilities, single storey extension to form new visitor and staff entrance to north of site, single storey extension to form new entrance to ‘step-down’ unit to west of site together with covered canopies and internal and landscape alterations.
c) 22/00960/CTR – Red House 12 Rectory Lane – Walnut Tree – Shorten side-branches and remove dead and congested branches, to a maximum of 20%
7. COMMUNITY MATTERS –
a) Playing Field Swings – To consider the current status – PCC response – planned installation of replacement swings for 18th July
b) Ashburn Close Play Area – to consider next steps given the city council response of costing 30/40k to refurbish.
c) Climate Change Emergency – To receive an update on progress since the last meeting. Cllr Kirt to report.
d) Village Sign refurbishment – to consider a new village sign – Cllr. Randall to report
e) Speedwatch – to approve replacement of the kit batteries and restarting Speedwatch activities – Cllr Randall to report
f) Facebook – to consider the merits and risks of a PC Facebook page – Cllr Jackson to report

9. GOVERNANCE MATTERS
a) Role of CAPALC and NALC – presentation by Cllr. Batty
b) Financial report as at 30th June 2022 – Clerk to report – (link to follow)
b) COMMUNITY INFRASTRUCTURE LEVY (CIL) – To consider appropriate use of CIL monies if not already decided by previous agenda items
c) Tree Safety report – to approve the quote (£600) from John Wilcockson to carry out the overdue tree safety inspection.
d) Village Hall Valuation – To consider the merits of a valuation for insurance purposes and consider approval of the quote obtained (£130+VAT) from Robert Poole of Cardinus Risk Management (Suggested by our insurance broker) – Current insured value £418,439 affecting the insurance premium
e) Freedoms of the Parish – presentation event 5pm, 2nd August Village hall – update from Chairman and Clerk
f) Memorial Headstone – To consider approval of the proposed headstone for the late Christopher James Wilde
