NOTICE OF MEETING

All members of the Council are hereby summoned to attend a meeting of Glinton Parish Council to be held in the Village Hall on Tuesday 17th December, 2024 at 7.15 pm for the purpose of transacting the following business.

Members of the public and press are welcome to attend the meeting and to address the parish council in the Open Forum item 3 on the agenda below.

AGENDA

1. APOLOGIES FOR ABSENCE.

2. MEMBERS DECLARATION OF INTERESTS.
a. Councillors to declare any Disclosable Pecuniary interests not already registered or other Interest in any items on the agenda.

b. Consideration and granting of any dispensations submitted by members.

3. PUBLIC PARTICIPATION.
To allow up to 15 minutes for members of the public, and Councillors declaring a prejudicial interest, to address the meeting in relation to the business to be transacted at this meeting.

MEMBERS OF THE PUBLIC WHO WISH TO ATTEND THE MEETING OR ADDRESS THE PARISH COUNCIL ARE ADVISED TO NOTIFY THE CLERK IN ADVANCE (Preferably before mid -day of the day of the meeting) in order that appropriate facilities are made available: Parish council is restricted by law to discussion of matters on a published agenda therefore public participation is limited to items that appear on the agenda OR to request an item for a future agenda; public participation shall be limited to 15 minutes with each person speaking for no longer than 5 minutes.

PARISH COUNCIL MEETINGS ARE NOT PUBLIC MEETINGS THEY ARE MEETINGS “HELD IN PUBLIC” – PUBLIC PARTICIPATION IS RESTRICTED TO THE PUBLIC FORUM UNLESS OTHERWISE PERMITTED AT THE DISCRETION OF THE CHAIRMAN

a. Local Plan Review – Update (if any further information available)

b. To receive an update on the status of planning applications still not determined at the previous meeting

c. New applications – as Statutory Consultees, consider the following applications and other planning applications validated since the last meeting and respond as appropriate to the planning authority.
i 24/01546/CTR – Peakirk-cum-Glinton VA primary school – Various works to trees as stated on school condition survey report

d. Planning Appeals Updates – if any
i 24/00030/REFPP – 38 Peakirk Road – Construction of two bungalows with access secured and all other matters, (appearance, landscaping, layout and scale), reserved. Appeal Dismissed 26th November 2024

ii 24/00051/REFPP – land adjacent to 1705 Lincoln Road – – Change of use of land to use as residential caravan site for 4 gypsy/traveller families – Appeal upheld

iii 24/00048/ENFNOT – Land Adjacent To 1705 Lincoln Road Appeal against Enforcement Notice Appeal Dismissed.

e. Enforcement Notices –
i 21/00405/ENFCOU – 14 Rectory Lane – Opportunity to appeal expired on 20th October – 6 months to comply (20th April) Note – Clerk’s email to planning reference the absence of an appeal on planning portal

f. Neighbourhood Planning – Update report – Cllr. Kirt

n. Trees Planted on Village green – to consider further response to city council

o. Hedgehog signs – to consider funding signs provided by Sally Nash (£84.25 + VAT)

9. GOVERNANCE MATTERS
a. Finance Working Group meeting 4th December.
i. To consider and approve Cemetery charges for 2025/26 – FWG recommendation
ii. To note the budgetary control report and FWG recommendations for 2025/26 Budget and precept recommendation

b. Cemetery
i. Hedges Height reduction – to note Willowtree services appointed and work completed Wednesday 11th December.
ii. Additional inscription Maureen Elizabeth Ward to existing memorial of Ronald John Ward and replacement behind additional plot (reference minute 998c of October 2024)

The next meeting is scheduled for TUESDAY 21st January 2025 at 7.15pm in the village hall
