PARISH COUNCIL MEETING
held on Tuesday
17th December 2024
in the Village Hall, High St.
Present: Councillors Bob Randall (Vice Chairman), Helen Aylesbury, Denis Batty, Claire Bysshe, Steve Jackson, Rita Joshi-Boparai, David Lane, Sukhvinder Singh & the Clerk, Mr J Haste. 14 members of the public were also present.
MINUTES OF MEETING
1016. APOLOGIES FOR ABSENCE – Cllrs. Gerry Kirt, Liezl Rossouw and Andy Staines had all sent their apologies for non-attendance.
1017. MEMBERS DECLARATION OF INTERESTS – None.
1018. PUBLIC PARTICIPATION – Residents of Lincoln Road were in attendance to generally thank the parish council for the support given to them in the planning appeals related to the proposed travellers site adjacent to 1705 Lincoln Road. Residents also expressed their disappointment at the outcome of those appeals, and their combined anger at Planning department staff for their overt lack of support for the recommendation to Dismiss the appeal. The inspector had laid down some stringent conditions and allowed 6 months for compliance and the possibility of a refusal of planning permission for non-compliance. 1019. MINUTES OF PREVIOUS MEETINGS – We unanimously RESOLVED to approve the minutes of the meeting held on 15th October 2024. These were duly signed by the Chairman.

1020. MATTERS ARISING FROM PREVIOUS MINUTES (information only) – None
1021. PLANNING
a) Local Plan Review (LP) – We noted that a draft is expected to be available on 18th February 2025 and were advised that the Parish liaison group intended to hold a briefing specifically for parish councils in the same timeframe. We also expressed our concern that the City Council were proposing an 18 year LP, instead of the minimum required of 15 years. It will be subject to further reviews every 5 years and to project beyond 15 is in our view unnecessary and requires the plan to accommodate 3000+ homes more than necessary, thus requiring approval of more development sites than necessary and imposing greater risk of the inclusion of rural sites. We instructed the clerk to write to the city council expressing our opposition and to copy the letter to other parish councils and widely amongst city councillors
b) Status of current planning applications – The Clerk reported the approval of the planning applications for 6 High Street and the approval of tree works at 20 Welmore Road and 10 Peakirk Road
c) Planning Applications –
i 24/01546/CTR – Peakirk–cum-Glinton Primary School – Various tree works as shown on a tree safety report – we have no objections to make
d. Planning Appeals
i. 24/00030/REFPP – 38 Peakirk Road – We noted that this appeal Has been dismissed.
ii. 24/00051/REFPP – Land adjacent to 1705 Lincoln Road – appeal upheld with multiple conditions
iii. 24/00048/ENFOT – Land adjacent to 1705 Lincoln Road appeal dismissed.
e. Enforcement Notices
i. 21/00405/ENFCOU – 14 Rectory Lane – Change of Use to residential institution – Contrary to previous advice we were informed that the applicant had submitted an appeal and that details would be on the planning portal when allocated to an inspector/
f) Neighbourhood Plan (NP)
1022. COMMUNITY MATTERS
g) Planned Events 2025 –
i. VE Day Commemoration Beacon of Peace lighting – Thursday 8th May 2025 at 9:30pm.
ii. Glinton Charity Fun run/walk/mobility Event (mobility scooter users are welcome), on 18th May
iii. GlintonFayre 25 with WW2 Victory Commemoration – Sat 28th June.
iv. GlintonFest 25 – Sat 6th Sept with 5 superb bands
v. Glintons Great Garage Sale & Childrens Treasure Hunt on Sun 14th Sept 10.30 to 2pm
in the absence of Cllr. Kirt further consideration deferred to the January meeting.
b) Ashburn Close Play Area –
i. The Clerk reported positive movements by solicitors in production of a plan setting out the boundary for Land registry purposes. The plan had been checked by Cllr Aylesbury for accuracy and approved by the Clerk.
ii. In the light of progress and to secure a large discount an order had been placed with Kompan for a reduced cost of £27k and we wholehearted gave our retrospective approval to the order and commitment.

c) Anti-social behaviour – We noted that there were no new occurrences to report
d) Bio Diversity matters – deferred to January in the absence of Cllr Staines
e) Climate Change – in the absence of Cllr. Kirt further consideration deferred to the January meeting.
f) Booster Mast – Cllr. David Lane reported that he was awaiting a reply from the O2 consortium
g) Defibrillator
i. training – deferred to January meeting.
ii. Cllr Randal reported that British Heart foundation (Webnos) held data is to be included it the “Circuit” system used by the emergency services.
iii. The Village Hall mounted Defib is 8 years old and will need replacing in the next year or two, Current costs in the order of £1500 and we should look to make budgetary provision for its replacement.
h) Community Engagement – Cllr. Jackson reported that the Parish council fakebook page had a reach of 2000 and was currently accessed more than the events page
i) Village Hall working Group – We were advised that the grant application had failed and that the VH working group needed to be reconvened to consider next steps.
j) Speed sign – needs replacing, Cllr Randall agreed to seek further costings and options for report back to a future meeting
k) Village Sign –Cllr. Randall reported that suppliers had promised delivery for Thursday of this week
l) Village Crest – further consideration deferred until January
m) Community Orchard – Planting and Fencing completed and looking great. We congratulated all those involved in the project. We invited the group to consider appropriate signage and a watering regime for consideration at our January meeting.
n) Trees Planted on the Village green – The clerk reported an exchange of emails with the city council officer and we are unanimous in our support of the Clerk and require the two trees to be removed and planted elsewhere.
o) Hedgehog Signs – we were advised of the undertaking given by our chairman to fund additional signs provided by Sally Nash at a cost of £84.25+VAT and approved the expense from our general reserves

1023. REPORTS – Standing item –
a) Cllrs Randall & Bysshe reported attendance at a Christmas Lunch as Guests of Clare Lodge residents.
1024. GOVERNANCE MATTERS
a) Finance Working Group (FWG) – 4th December
i. Cemetery Charges 2025/26 – We noted that the cemetery if running at a small loss and that our charges are a fraction of the charges by the city council and well below the charges set by the Church of England. We unanimously approved the recommendation of the working group for above inflation level increases in the charges.

ii. Budgetary Control Report – We noted the report presented to the FWG and the projected outturn to be much as per Budget Taking in to account the additional planned spend on Play equipment funded by an additional grant received.
b) Budget 2025/26 – We noted the draft budget that had been considered in detail by the Finance Working Group and noted their recommended amendments and unanimously RESOLVED to approve the amended Budget including estimated spend of £69100, financed by Precept £28712 and £19960 other income; utilising £20428 from our general reserves.

c) Cemetery Hedge Height reduction – The Clerk reported that WillowTree Services have completed the work as requested on 11th December.
d) Memorial Application – We unanimously approved the submitted application for an additional inscription for the late Maureen Elizabeth WARD cremated remains.
1025. OFFICIAL NOTICES AND CORRESPONDENCE –
a) Good Neighbours Rural Peterborough (GNRP) – We were pleased to note the revised memorandum of Understanding with GNRP and the 50% reduction in affiliation fee for the coming financial year. We also requested some form of reporting to be established in order to be able to justify membership to our residents
1026. HIGHWAYS & other issues within the village –
a) We noted that a Diseased and potentially dangerous tree had been felled in Peakirk Road.
b) We asked that the overgrown Hedge in Lincoln Road be reported and that the city council be asked to ensure the cutback on grounds of safety to pedestrians and cyclists.
1027. FUTURE AGENDA ITEMS –
a) Grant funding – recruiting a fund raiser
b) Village signage and heritage plaques / information boards incl. by the pump
c) Community Cinema
d) Local Plan consultation
1028. Date of Next Meeting – The next scheduled meeting of the parish council is to be held on Tuesday 21st January 2025.
