PARISH COUNCIL MEETING
held on Tuesday
18th March 2025
in the Village Hall, High St.

Present: Councillors Gerry Kirt (Chairman), Denis Batty, Claire Bysshe, Steve Jackson, Rita Joshi-Boparai, David Lane, Bob Randall, Liezl Rossouw, Sukhvinder Singh, Andy Staines. Several members of the public were also present.

MINUTES OF MEETING

1055. APOLOGIES FOR ABSENCE – The Clerk, John Haste

1056. MEMBERS DECLARATION OF INTERESTS – None.

1057. PUBLIC PARTICIPATION –
Members of the public were only present because the draft local plan (LP) had been published and it has profound implications for the future of Glinton. In view of that public interest items 6a on our agenda was brought forward in the agenda. We noted that the draft Local Plan is to go before the Cabinet on 20th March and then out for a six-week consultation commencing sometime in April.

We the Parish council feel absolutely frustrated that the city council have ignored the parish council completely, contrary to the governments stated wish to promote Local Democracy

1. In January 2024 Parish councils were asked to rank the sites within their parish put forward for consideration in the Local Plan review
2. Parish council supported a site for 24 dwellings (which is excluded from the draft LP) and opposed 5 other sites (two of the opposed larger sites have been included)
3. Peterborough City Council planning policy Team encourage the production of Neighbourhood plans (NP), and have supported the parish council in a current review of our NP. The same planning policy team are responsible for the production of the draft LP which contains proposals in direct contrast to the proposals in our review of the NP

• Your Parish Council question – why the PCC is pushing local democracy through Neighbourhood Plans if the views of residents and Parish councils are then totally ignored

WE UNDERSTAND City Council Cabinet will be asked to approve the Draft Local Plan on Thursday 20th March 2025 for subsequent public consultation. However, the supporting documentation that includes the Local Plan Growth Strategy Evidence Report and Sites Evidence Report will NOT emerge until April 2025!

• Your Parish Council question – How can City Councillors approve the draft LP without having first examined the supporting justification?

• Your Parish Council question – how can a balanced evidence based decision be made when the whole process seems fundamentally undemocratic and implies a degree of predetermination?

Subject to the approval of the draft LP by Cabinet; Glinton Parish Council will organise a public meeting, possibly in AMVC as we anticipate a mass turnout of residents anxious to express their views on the proposed site allocations in Glinton and the planned urban extension to the north oh Northborough

1058. MINUTES OF PREVIOUS MEETINGS – We unanimously RESOLVED to approve the minutes of the meeting held on 18th January 2025. These will be signed by the Chairman.

1059. MATTERS ARISING FROM PREVIOUS MINUTES (information only) – None

1060. PLANNING

a) Local Plan Review (LP) – Dealt with in the public forum – see minute 1057.

b) Status of current planning applications – The report circulated with the agenda was noted

c) Planning Applications –
25/00212/HHFUL – 3 Saddlers Close – Proposed first Floor Side extension – we have no objections but will support all legitimate objections from neighbours

d) Revised Planning application
24/01423/FUL – Manor Farmyard High Street – Residential development of 9no detached dwellings and garages – we considered that the few changes made did not sufficiently addressed our previously expressed concerns and agreed to restate our existing objections.

e) Planning Appeals in progress.

i 25/00006/REFPP – received by LPA 11th March 2025 – Land to The East of Lincoln Road – Outline application for a residential development of up to 95 dwellings with access from Lincoln Road, public open space, sustainable drainage and landscaping with access secured and all other matters reserved (appearance, landscaping, layout and scale) – Appeal reference APP/J0540/APP/J0540/W/25/3361419. We have until 15th April to make representations to the planning inspectorate which will hold an enquiry in order to decide the appeal – Time and place of the enquiry to be communicated in due course

ii 25/00002/REFPP – received by LPA 13th January 2025 – Change of use from dwelling house (C3) to residential care home (C2) – retrospective

iii 25/00001/ENFNOT – received by LPA 13th January 2025 – Appeal against Enforcement Notice. This is a linked appeal with planning application 23/01712/FUL (APP/J0540/W/24/3352403) – appellant comments due by 11th April, other dates not decided.

f) Neighbourhood Planning – The Chairman reported that the NP group would meet again on19th April and would consider the response to the draft Local Plan Consultation

1061. COMMUNITY MATTERS

a) Events 2025 – 8th May VE day Celebration – Beacon Lighting, Benefice Choir etc
1st June Fun Run, 28th June GlintonFayre, 6th Sept GlintonFest, 14th Sept Great Garage Sale

b) Ashburn Close Play Area – Work on the play area is due to start on 1st April. Fencing and Tarmac to be refreshed as a future GPC project.

c) Anti-social behaviour – We noted the disturbing vandalism and graffiti on a gravestone in the cemetery and that the Clerk had raised this with the city Council enforcement team. The Grafitti at the John Clare Bridge also still requires removal action.

d) AMVC – rear contractor entrance, John Gilligan, head at AMVC has indicated that a site team are going to tidy up this access over the Easterbreak

e) Nature Recovery Areas –

i. Bee Orchid Fencing – Cllr Staines reported this is still work in progress. Clerk to ensure that the highway authority is aware. We RESOLVED to provide Cllr Staines with a budget of £100 for maintenance if required.

ii. Ditch around site – Cllr. Bob Randall gave a presentation of the proposal and costs of £600 plus vat. We RESOLVED to approved the proposal

f) Climate Change – standing item – No Change since the previous meeting

g) Booster Mast – Cllr. Lane reported no further progress and will escalate with telecoms company

h) Defibrillator Training – Cllr Randall arranged for East Anglian Air Ambulance to give a practical training session on 26th April at 2pm in the village hall. Session is limited to 20 people. Posters will be used to advertise event. If popular other training may be offered.

i) Community engagement – (standing item) Cllr Jackson gave positive update with statistics., Cllrs Gerry Kirt and Rita Joshi-Boparai will conduct the first ask a councillor session during April.

j) Village Hall –The chairman reported the successful grant applications to Viridor by the community association. Refurbishment work to commence in April. The Cinema equipment is not yet funded use of the contingency and other GPC funds was approved unanimously. Cllr. Randall to bring further details to next meeting.

k) Speed Sign – Deferred to April meeting – Clerk to provide an update

l) Village Sign –Cllr. Randall has an approved spend of £500 if needed before next meeting.

1062. REPORTS – STANDING ITEM
a) Good Neighbours Rural Peterborough – The AGM had been attended by the Clerk and Cllr. Claire Bysshe and AGM reports circulated with the agenda along with a report on the specific activities of the volunteers in Glinton. Cllr. Claire Bysshe gave an update to the meeting and we agreed to continue to support the scheme as clearly a good cause carrying out valuable work to the community Cllr. Jackson agreed to post a positive report on the parish council Facebook page.

1063. GOVERNANCE MATTERS
a) Trees Planted on Village green – We noted that both trees had now been removed as requested by this parish council.

b) Memorial application in respect of the late Neville Spridgeon – approved

c) Memorial Application in respect of the late John Paul O’Connell – deferred in respect of timing and completion of proper application process

1064. OFFICIAL NOTICES AND CORRESPONDENCE – None other than those matters dealt with elsewhere

1065. HIGHWAYS & other issues within the village –
a. Congestion / Safety – Junction of Rectory lane & High street – Cllr Kirt had met with Rebecca Pressland, a safety officer at the city council, and a number of dangerous practices had been observed and discussed. Rebecca had agreed some measures worthy of further consideration, including Working with school to provide solutions including a Pedestrian Crossing on High Street; Signage along Rectory lane and Posts on grass near chemist.
b. Parish councillors Observations. Thanks to the Anne Lees and the Ramblers for doing an impromptu litter pick around the village

1067. DATE OF NEXT MEETING – The next scheduled meeting of the parish council is to be held on Tuesday 15th April 2025 at 7.15pm in the Village Hall.

The Chairman closed the meeting at 9.35pm.
