Present: Councillors Gerry Kirt (Chairman), Helen Aylesbury, Denis Batty, Claire Bysshe, Steve Jackson, Liezl Rossouw, Rita Joshi-Boparai, Sukhvinder Singh, Andy Staines & the Clerk, Mr J Haste. 7 members of the public were also present.
MINUTES OF MEETING
1029. APOLOGIES FOR ABSENCE – Cllr. David Lane sent apologies as unwell
1030. MEMBERS DECLARATION OF INTERESTS – None.
1031. PUBLIC PARTICIPATION – None, other than interests in the planning applications on the agenda.
1032. MINUTES OF PREVIOUS MEETINGS – We unanimously RESOLVED to approve the minutes of the meeting held on 17th December 2024. These were duly signed by the Chairman.

1033. MATTERS ARISING FROM PREVIOUS MINUTES (information only) – None
1034. PLANNING
a) Local Plan Review (LP) – We noted that the draft LP expected to be available on 18th February 2025 is not now anticipated to be available until Mid-March.
b) Status of current planning applications – The Clerk reported the approval of the Change of Use application for 6 Neaverson Road had been permitted, as had the first-floor extension at 1a Saddlers close and extensions to 42 Oak Road, along with the tree works at 10 Peakirk Road, 20 High Street, and at the Peakirk-cum-Glinton primary school.
c) Planning Applications –
i 24/01624/FUL – Land to the East Of 29 Peakirk Road – Construction of 24.no stone built residential dwellings with the creation of a new site access and associated landscaping. The chairman reminded us that when required to rank the sites being put forward for consideration we had listed this site as our preferred option. The chairman then referred to current planning policies in the National Planning Policy Framework (NPPF); in the current Local Plan (LP) and in the extant Neighbourhood plan (NP). This planning application is contrary to planning policies in all three current planning policy documents, We therefore concluded we are obliged to OBJECT to this application at this time.
ii 24/01629/HHFUL – 10 Peakirk Road – Demolition of existing extension and replace with new extension along with a new dropped kerb private access to be created. We considered the detail of this application and on the basis of the information available to us on the planning portal and agreed to SUPPORT the application.
iii 24/01423/FUL – Manor Farmyard High Street – Residential development of 9no detached dwellings and garages. We were informed by the resident of the Manor House that there is a restrictive covenant on the site which limits development to sheltered accommodation. In addition, we were reminded that the approved planning application for this site is for 19 units of Sheltered accommodation. That allocation is included in the calculations for development of Glinton in the current Local Plan. We are fearful that if this application were approved it could mean a further 10 properties would be needed in Glinton to meet the LP and neighbourhood plan requirement.
There is a very narrow and sharp bend access to the site which in our view should dictate the type and size of buildings on the site. Whilst we acknowledge some improvements over the previous submission for the site we still consider the scheme lacks architectural merit and does not compliment the features of the adjacent Manor House, which is a superb listed building.
We also consider the attributes of the Dovecote are not given sufficient protection, or attention, in the current application; and the views of this feature, as an adjunct to the Manor House, are restricted by the inappropriate layout of the site. We are therefore OPPOSED to the application in its current form.
iv 11 North Fen Road – We noted that there are two applications to discharge conditions imposed as part of the planning consent reference 23/00504/HHFUL but as we are not consultees on these matters we have no observations to make.
d. Planning Appeals in progress – we noted the following appeals in respect of the current use of 14 Rectory lane – These have caused confusion to residents and the parish council as there have already been appeals which have been dismissed for this use of these premises. The Clerk has written to the planning authority seeking clarification.
i 25/00001/ENFNOT – 14 Rectory Lane – Appeal against Enforcement Notice. This is a linked appeal with planning application 23/01712/FUL (APP/J0540/W/24/3352403).
ii 25/00002/REFPP – 14 Rectory Lane – Change of use from dwelling house (C3) to residential care home (C2) – retrospective.
iii 21/00405/ENFCOU – 14 Rectory Lane – Appeal against Enforcement Notice.
In this latter case (21/00405/ENFCOU) in respect of appeal references: –

we have received a formal consultation letter and have to submit any observations to the Planning Inspectorate by 24th February 2025. Cllrs Kirt & Randall agreed to conduct a detailed review of material now available on the planning portal and to draft a submission to be considered at the February meeting.
e. Neighbourhood Planning (NP) – The chairman reported on discussions with the city council officer responsible for reviewing NP submissions and a requirement to complete review forms detailing all individual proposed policy changes. The NP working group have a scheduled meeting for 22nd January to work through these proposed changes and will report back to the parish council.
1035. COMMUNITY MATTERS
a) Planned Events 2025 –
i. VE Day Commemoration Beacon of Peace lighting – Thursday 8th May 2025 at 9:30pm.
ii. Glinton Charity Fun run/walk/mobility Event (mobility scooter users are welcome), on 18th May
iii. GlintonFayre 25 with WW2 Victory Commemoration – Sat 28th June.
iv. GlintonFest 25 – Sat 6th Sept with 5 superb bands
v. Glintons Great Garage Sale & Childrens Treasure Hunt on Sun 14th Sept 10.30 to 2pm.
All the above are being progressed by an “Events” working group, the first event being the Charity Fun run/Walk being progressed by Councillors Liezl Rossouw and Rita Joshi-Boparai.
b) Ashburn Close Play Area –
i. The Clerk reported further issues in that the plan produced for the land registry had picked up a part of another title and needed revision. However, Taylor Woodrow also indicated that they would be happy to permit the installation of the play equipment conditional on the legal requirement of a post install safety inspection
ii. Kompan have confirmed that our order has been passed to the manufacturing section of the company
c) Anti-social behaviour – We noted that the graffiti is still there at the bus stop, recreation ground and the stone John Clare bridge. We asked the Clerk to write to the city council requesting removal.
d) AMVC – rear contractor entrance, Lincoln Road (opposite playing Field gated entrance). We noted the growing number of adverse comments on Facebook about the eyesore on entering the village from the south. We asked Cllr. Denis Batty to request a meeting with AMVC to discuss this and other matters.
e) Parish council notice Board – We RESOLVED to authorise the repair of the lock at a cost of up to £250.

f) Nature Recovery Areas – Cllr Staines reported the anticipated imminent appearance of the Bee Orchids and asked that some form of protective fencing be erected, costings can be considered at the February meeting
g) Climate Change – standing item The Chairman had circulated the notes of the most recent meeting of the working group
h) Booster Mast – update report – Deferred to February in the absence of Cllr. Lane
i) Defibrillator Training – Cllr Randall reported No Progress – deferred to February
j) Community engagement – (standing item) Cllr Jackson displayed the most recent statistics. Unsurprisingly there had been less traffic on the events Facebook page and a spike in interest on the parish council page, mainly arising from recent planning applications. We agreed that the experiment in social media had been a worthwhile success and Thanked Cllr. Jackson for his lead on these pages
k) Village Hall –The chairman reported that following the failure of the Lotto grant application due to having submitted two within a twelve month period (the first was successful-Orchard and play park) he and the working group were working on other funding avenues with Biffa, National Gas, Anglian Water and the Post Code Lottery. The community association had offered to contribute £15k towards certain elements of the planned works.
l) Speed Sign – Cllr. Randall undertook to obtain quotes for repair or replacement
m) Village Sign – Cllr. Randall reported delivery of the sign and the need for a metre square concrete base and he undertook to seek quotations for the installation work; to be reported to the February meeting
n) Village Crest – Further consideration deferred to February
o) Community Orchard – Installation complete – ongoing watering and maintenance – Deferred until after official opening, which is planned for a provisional date of 30th January
p) Trees Planted on Village green – we agreed to accept the offer by the city council to remove one tree and nominated the tree nearest the crossroads
1036. REPORTS – Standing item –
a) Cllr Jackson asked if the Good Neighbours Rural Peterborough had agreed to supply regular reports of interventions in Glinton. Cllr Bysshe confirmed that these had been requested and should be forthcoming
1037. GOVERNANCE MATTERS
a) Parish Charter updated – The Clerk reported that Neil Boyce had been the driving force in revising the parish Charter in to a much simpler document and that one major difference is that the city council officers are required to respond to all parish council enquiries within 5 days or to say why they cannot do so; and in that event must respond within 10 days. Failures should be reported to Adrian Chapman or the ward councillors.
b) Request for financial support to John Gilligan running London Marathon raising funds through a “JustGiving” page in aid of the Sue Ryder Hospice. The Clerk reported on the legal powers and the constraints on supporting individuals. Parish council are able to donate direct to charities operating within the United Kingdom. It would not be considered appropriate to do so through mechanisms such as social media sites as those websites deduct a commission, which would not be the case with direct support to the charity. The parish council is able to support individuals with their expenses because Glinton parish council has adopted the General Power of Competence introduced in the Localism Act 2011. In the light of the foregoing we RESOLVED to decline to support the charity through the Just Giving page, but would fund Johns expense of Rail travel to London to take part in the Marathon.

1038. OFFICIAL NOTICES AND CORRESPONDENCE –
a) We noted the road closure notices for Rectory lane and Glinton Road Helpston
1039. HIGHWAYS & other issues within the village –
a) Congestion / Safety – Junction of Rectory lane & High street – Cllr Kirt drew our attention to the growing safety concerns at this junction and in particular the inconsiderate parking on the wide paved area by the parish council notice board considered to increase the risk of injury to the children attending the school. We asked that it be reported to the road safety officers; highways and / or the Protection and Enforcement Services in the City Council
b) Head of Highways village walkabout – City Council have a financial moratorium in place and therefore no movement on these matters is likely in the current financial year. We agreed to keep this as a standing item on the agenda to monitor the situation.
c) Parish councillors Observations. Cllr Kirt raised the matter of the bench by the footpath near Maxey Cut. The Clerk undertook to report this to the Public Rights of Way officer at the City Council

1041. DATE OF NEXT MEETING – The next scheduled meeting of the parish council is to be held on Tuesday 18th February at 7.15pm in the Village Hall 2025.
