NOTICE OF MEETING

All members of the Council are hereby summoned to attend a meeting of Glinton Parish Council to be held on Tuesday 15th November, 2022 at 7.15pm for the purpose of transacting the following business.

Members of the public and press are welcome to attend the meeting and to address the parish council in the Open Forum item 3 on the agenda below.

AGENDA

1. APOLOGIES FOR ABSENCE

2. MEMBERS DECLARATION OF INTERESTS
a. Councillors to declare any Disclosable Pecuniary interests not already registered or other Interest in any items on the agenda.

b. Consideration and granting of any dispensations submitted by members.

3. PUBLIC PARTICIPATION
To allow up to 15 minutes for members of the public, and Councillors declaring a prejudicial interest, to address the meeting in relation to the business to be transacted at this meeting.

4. TO SIGN & APPROVE MINUTES OF PREVIOUS MEETINGS held on 18th October, 2022

5. MATTERS ARISING FROM MINUTES OF PREVIOUS MEETING – (if any) (Information only)

6. PLANNING – To receive an update on the status of planning applications still not determined at the previous meeting, and, as statutory consultees, consider the following applications and other planning applications validated since the last meeting and respond as appropriate to the planning authority.

a) To receive an update on current PLANNING APPLICATIONS.

b) 22/01488/HHFUL – 1 Lincoln Road – Single storey pitched roof habitable annexe including double garage

c) 22/01564/FUL – 68 Helpston Road – Erection of Dwelling

d) 22/01051/OUT – 2 Scotts Road – RE-CONSULTATION (revised Plans Submitted) – Construction of a detached dwelling with all matters reserved (appearance, access, landscaping, layout and scale)

7. COMMUNITY MATTERS –

a) Fireworks – to consider effectiveness of the leaflet drop and consider plans for 2023

b) Ashburn Close Play Area – Awaiting response on parish council offer to take ownership.

c) Climate Change Emergency – To receive an update on progress since the last meeting. Cllr Kirt to report.

d) Speedwatch – Cllr. Randall to report on recent exercises within the village.

e) Nature Recovery Project(s) – To consider further action required in preparation for Spring 2023, Cllr Staines to report
a) Triangle Lincoln Road
b) Clarendon Way open Space

f) Winter Warm Hubs – To note the “Good Neighbours” charity will be operating a roving rural hub and to consider how and if Glinton wishes to participate in the schedule of visits (village Hall?).

g) Christmas Tree Switch on – To note this is scheduled for 1st December. To consider involvement of the parish council.

8. REPORTS – Standing item – To note the reports of Councillors and/or clerk attending meetings as representatives of the Parish Council (if any).
i Village Walkabout – attended by Chairman, Cllr. Batty and the Clerk

9. GOVERNANCE MATTERS

a) COMMUNITY ENGAGEMENT – To consider next steps in establishing the parish council facebook page and approving the relevant policy governing the operation and administration

b) COMMUNITY INFRASTRUCTURE LEVY (CIL) – To consider appropriate use of CIL monies if not already decided by previous agenda items.

c) OPERATION GOLDEN ORB – To receive an update from the organising working group

d) METRO BANK – RESOLVE to set up a 95 Day Business Deposit account, to be operated by the Clerk to the parish Council as a key signatory plus any one of the following three parish councillors (names to be agreed). Interest to be paid monthly in to an instant access deposit account to be operated in the same way as the 95 day notice account and by the same signatories. The only permitted transactions on both accounts being transfer to or from the parish councils bank account with Unity Trust Bank.

e) PARISH COUNCIL ATTENDANCE – Legal obligations of Councillors – Clerk to report
