NOTICE OF MEETING

All members of the Council are hereby summoned to attend a meeting of Glinton Parish Council to be held in the Village Hall on Tuesday 16th December, 2022 at 7.15pm for the purpose of transacting the following business.

AGENDA

1. APOLOGIES FOR ABSENCE

2. MEMBERS DECLARATION OF INTERESTS
a. Councillors to declare any Disclosable Pecuniary interests not already registered or other Interest in any items on the agenda.

b. Consideration and granting of any dispensations submitted by members.

3. PUBLIC PARTICIPATION
To allow up to 15 minutes for members of the public, and Councillors declaring a prejudicial interest, to address the meeting in relation to the business to be transacted at this meeting.

4. TO SIGN & APPROVE MINUTES OF PREVIOUS MEETINGS held on 15th November, 2022

5. MATTERS ARISING FROM MINUTES OF PREVIOUS MEETING – (if any) (Information only)

6. PLANNING – To receive an update on the status of planning applications still not determined at the previous meeting, and, as statutory consultees, consider the following applications and other planning applications validated since the last meeting and respond as appropriate to the planning authority.

a) To receive an update on current PLANNING APPLICATIONS.

b) 22/01615/PRIOR – 11A Helpston Road – Single storey rear extension Maximum depth from original rear wall: 7.53m Maximum height: 3.82m (to eaves: 3.20m).

c) 22/01613/CTR – Mouse Cottage, 1 North Fen Road – Sycamore (1) raise crown of neighbouring tree overhanging boundary.

d) 22/01631/FUL – 37A Lincoln Road – Proposed extension and alterations to existing 9no. bed care home (comprising 10no. bed-spaces) to create 10no. single bedrooms; Construction of 1no. detached building comprising 14no. bedrooms, providing 24no. bedrooms in total; proposed hard-surfacing, parking and landscaping alterations – resubmission.

e) 22/01675/LBC – 9 The Green – Rebuilding of chimney on west side of front section of house, to be built with any original stone retained and placed back in original position with any stones that can not be re-used being replaced with matching stonework.

f) 22/01690/HHFUL – Ashcroft, Waterworks Lane – Erection of a first floor side extension, part infill ground floor extension .

g) 22/01687/CTR – 9 The Green – (T4) Black pine remove deadwood and debris in crown, thin smaller branches to maintain natural shape of tree and (T14) greengage fell and replace with new greengage

7. COMMUNITY MATTERS –

a) Fireworks – to note or review leaflet drop arrangements for New Year

b) Ashburn Close Play Area – Awaiting response on parish council offer to take ownership.

c) Climate Change Emergency – To receive an update on progress since the last meeting. Cllr Kirt to report.

d) Speedwatch – Cllr. Randall to report on recent exercises within the village (if any).

e) Nature Recovery Project(s) – To receive an update on progress and consider any actions required

f) Winter Warm Hubs – To note update of arrangements (if known)

g) Christmas Tree Switch on – to consider any feedback from the event

8. REPORTS – Standing item – To note the reports of Councillors and/or clerk attending meetings as representatives of the Parish Council (if any).

9. GOVERNANCE MATTERS

a) COMMUNITY ENGAGEMENT – To receive an update report from Cllr. Jackson on parish council FaceBook page and adoption of Policy

b) OPERATION GOLDEN ORB – To receive an update from the organising working group and consider any detailed arrangements requiring approval of Parish Council

c) GRANT FUNDING – to consider appointing a grant funding champion or other means of exploring grant funding for further enhancements to the parish for the benefit of residents

d) METRO BANK – to amend resolution in view of further information from Metro Bank RESOLVE to set up a 95 Day Business Deposit account, to be operated by the Clerk to the parish Council as a key signatory plus any one of the following TWO parish councillors (names to be agreed). Interest to be paid monthly in to an instant access deposit account to be operated in the same way as the 95 day notice account and by the same signatories. The only permitted transactions on both accounts being transfer to or from the parish councils bank account with Unity Trust Bank.

e) FINANCE WORKING GROUP MEETING OF 29TH NOVEMBER – To consider recommendations from the group

i) Review of Cemetery Charges with effect from 1st April 2023
ii) Budgetary control report as at mid November 2022 and projection to financial year end.
iii) Recommended budget, including additions, for 2023/24 and following years
