NOTICE OF MEETING
All members of the Council are hereby summoned to attend a meeting of Glinton Parish Council to be held
in the Village Hall on Tuesday 1
st August, 2023 at 7.15pm for the purpose of transacting the following
business.

25th July, 2023
Members of the public and press are welcome to attend the meeting and to address the parish council in the Open Forum item 3 on
the agenda below.
AGENDA
1. APOLOGIES FOR ABSENCE.
2. MEMBERS DECLARATION OF INTERESTS.
a. Councillors to declare any Disclosable Pecuniary interests not already registered or other Interest in any items
on the agenda.
b. Consideration and granting of any application for dispensation submitted by members.
3. PUBLIC PARTICIPATION.
To allow up to 15 minutes for members of the public, and Councillors declaring a prejudicial interest, to address
the meeting in relation to the business to be transacted at this meeting.
4. TO SIGN & APPROVE MINUTES OF PREVIOUS MEETINGS held on 13th June 2023
5. MATTERS ARISING FROM MINUTES OF PREVIOUS MEETING – (if any) (Information only).
6. PLANNING – To receive an update on the status of planning applications still not determined at the
previous meeting, and, as statutory consultees, consider the following applications and any additional planning
applications validated prior to the meeting and respond as appropriate to the planning authority.
a) To receive an update on current PLANNING APPLICATIONS.
b) 23/00765/LBC – 23 High Street – Alterations to window opening to form new external door with new double
door, conversion of loft space with dormer windows, internal alterations, installation of new central heating
and hot water system, with gas fired boiler in outbuilding.
c) 23/00679/HHFUL – 5 Peakirk Road – Proposed single storey side extension.
d) Neighbourhood Planning – to consider arrangements for the review of the existing NP
7. COMMUNITY MATTERS –
a) Golden Orb celebrations – To receive an update on the financial outturn of the event and balances
available for future events.
b) Future community events –
i. In the light of the success of the Golden Orb celebrations. To Ratify the decision to arrange
“GlintonFest 2023” and give retrospective approval to purchase of 500 tickets from Eventgroove

MEMBERS OF THE PUBLIC WHO WISH TO ATTEND THE MEETING OR ADDRESS THE PARISH COUNCIL ARE ADVISED TO NOTIFY THE CLERK IN
ADVANCE (Preferably before mid-day of the day of the meeting) in order that appropriate facilities are made available: Parish council is restricted
by law to discussion of matters on a published agenda, therefore Public participation is limited to items that appear on the agenda OR to request an
item for a future agenda; public participation shall be limited to 15 minutes with each person speaking for no longer than 5 minutes
PARISH COUNCIL MEETINGS ARE NOT PUBLIC MEETINGS THEY ARE MEETINGS HELD IN PUBLIC – PUBLIC PARTICIPATION IS RESTRICTED TO THE
PUBLIC FORUM UNLESS PERMITTED AT THE DISCRETION OF THE CHAIRMAN

ii. GlintonFest – update report from organising working group &, (given the date of the next parish
council meeting); to agree delegated authority to organise the event within events Budget.
iii. D Day 80 – June 2024 – to consider registration as part of the national event.
c) Ashburn Close Play Area – To note latest response from Peterborough City Council.
d) Defibrillators – To receive an update from Cllr. Randall and to approve next steps. (note James
Collingridge confirmed sites should be ok – 15/6/23).
e) Village Sign – To receive an update from Cllr. Randall and to consider approval of purchase of a
replacement sign.
f) Gas Compressor Station – to consider if any further actions are required.
g) Biodiversity issues – Nature Recovery Project(s) signage – To receive an update from Cllr. Staines
h) Village Hall Working Party – update from Cllr. Kirt.
i) Monkey Challenge – to consider if this is appropriate for Glinton – www.finding-fitness.co.uk [£3750
+ Vat (5m) or £5750 + Vat (10m)].
j) Community engagement – To receive an update report from Cllr. Jackson on parish council
Facebook page.
8. REPORTS – Standing item – To note the reports of Councillors and/or clerk attending meetings as
representatives of the Parish Council (if any).
a. Patient Participation Group 6
th June – Cllr Staines to report, Peg Torrance may be present to
address Parish council on the role of PPG.
9. GOVERNANCE MATTERS
i) Replacement Notice boards delivered and held at Chairman’s house – to approve arrangements for their
installation.
ii) Roll of Freedoms of the Parish – To receive an update on quotations received.
iii) Ancient Order of Forresters – Glinton Medals – to ratify the actions of the Clerk in accepting the generous
offer of Brian Spriggs to gift these to the parish Council. To consider if appropriate to display in Village Hall.
10. OFFICIAL NOTICES AND CORRESPONDENCE – to Note (If any received prior to the meeting).
i) Anglian Water – to note the intention to conduct pressure monitoring in the verge of High Street.
ii) Keep Britain Tidy – Will you join us – Love Parks week – (28th July – 6
th August)
iii) Playing Field – Fenced off equipment replaced by PCC
11. HIGHWAYS – Parish councillors Observations.
12. Future Agenda items – to consider possible additions to the list – NOT for consideration at this meeting
i Grant funding – recruiting a fund raiser (after golden Orb)
ii Signage – Plaques, information boards and Village Pump.
iii Climate Change – Reports from re-convened group
13. DATE OF NEXT MEETING – NEXT SCHEDULED MEETING TUESDAY 19
TH SEPTEMBER 2023 – (unless an
urgent meeting is required to consider planning applications where the planning authority declines a request for
extension to the consultation period)
