NOTICE OF MEETING

All members of the Council are hereby summoned to attend a meeting of Glinton Parish Council to be held in the Village Hall on Tuesday 20th February 2024 at 7.15pm for the purpose of transacting the following business.

14th February 2024

Members of the public and press are welcome to attend the meeting and to address the parish council in the Open Forum item 3 on the agenda below.

AGENDA

1. APOLOGIES FOR ABSENCE.

2. MEMBERS DECLARATION OF INTERESTS.
a. Councillors to declare any Disclosable Pecuniary interests not already registered or other Interest in any items on the agenda.
b. Consideration and granting of any application for dispensation submitted by members.

3. PUBLIC PARTICIPATION.
To allow up to 15 minutes for members of the public, and Councillors declaring a prejudicial interest, to address the meeting in relation to the business to be transacted at this meeting.

4. TO SIGN & APPROVE MINUTES OF PREVIOUS MEETINGS held on 16th January, 2024

5. MATTERS ARISING FROM MINUTES OF PREVIOUS MEETING – (if any) (Information only).

6. PLANNING – To receive an update on the status of planning applications still not determined at the previous meeting, and, as statutory consultees, consider the following applications and any additional planning applications validated prior to the meeting and respond as appropriate to the planning authority.

a) Update on current PLANNING APPLICATIONS made in 2023/24.

b) Planning applications submitted since the last meeting of Parish Council.

i. 24/00119/DISCHG – 23 High Street – Demolition of existing house and reconstruction of front elevation, to match existing, with rear extension, detached garage and associated external works.

ii. 23/01736/FUL – 2 Welmore Road – Demolition of existing house and reconstruction of front elevation, to match existing, with rear extension, detached garage and associated external works.

iii. 24/00034/HHFUL – 35a Lincoln Road – Installation of a 12kW Hydraulic Vaillant Air source heat pump (ASHP)

iv. 24/00164/CTR – 5 The Willows – Prune Ash Trees (1,2,3)

v. 24/00185/CTR – Websters Farm High Street – Fell Silver Birch

c) Neighbourhood Planning – to receive an update on distribution of the questionnaire and early results of the consultation exercise.

d) Local Planning authority Local Plan Review – To note any feedback from the call for sites and the SHELAA exercise (If any)

7. COMMUNITY MATTERS –

a) Cemetery – Anti social behaviour and Vandalism – To receive an update and consider appropriate actions

b) Rural Policing – to note arrangements for 12th April and agree form of publicity to get maximum takeup

c) Events – Chairman to report on any further progress by the events group
i. D-Day 80 – 1st June 2024 Glinton event, as part of commemoration events

d) Ashburn Close Play Area – Taylor Wimpey legal staff will act for TW – W awaiting identity of the person acting for GPC.

d) Playing field prevention of Strimmer Damage to trees and play equipment – Cllr. Randall to provide update on availability of the necessary material.

e) Climate Change – Action Group Chairman to provide an update (if any).

f) Glinton PC Future Engagement with Peakirk PC – item requested by Cllr. Staines as follow up to previous meeting

g) Biodiversity – Nature Recovery Project(s) signage – To receive an update from Cllr. Staines

h) Village Hall – to consider feedback from the VH working group and consider next steps related to the architects proposals.

i) Community engagement – To receive an update report from Cllr. Jackson on parish council Facebook page.

j) Defibrillators
i. New defibrillator – results of internal & external temperature monitoring – Cllr. Randall to report
ii. Defib.Training – to confirm agreed date and consider wider publicity and encourage attendance.

k) Existing Village Sign – to consider arrangements for storage or Disposal

8. REPORTS – Standing item – To note the reports of Councillors and/or clerk attending meetings as representatives of the Parish Council (if any).

9. GOVERNANCE MATTERS

i) Roll of Freedoms of the Parish – To note receipt of the Honours board & to decide next steps.

ii) Memorial applications – to consider application for three similar memorial headstones for the Locke family.

iii) Netwise – upgrade to Flexmail

10. OFFICIAL NOTICES AND CORRESPONDENCE – to Note (If any received prior to the meeting).

11. HIGHWAYS –

i. School Run” Parking issues – Rebecca Presland of Peterborough City Council invited to attend

ii. Drainage System Capacity – to consider appropriate measures to address the misery caused by backup of domestic systems through lack of capacity of drainage systems (Surface water drainage, Highway drainage and foul sewage drainage systems).

iii. Parish councillors Observations.

12. FUTURE AGENDA ITEMS – to consider possible additions to the list – NOT for consideration at this meeting
