PARISH COUNCIL MEETING
held on Wednesday
5th July, 2022
in the Village Hall, High St.
Present: Councillors; G Kirt (Chairman), D Batty, S. Jackson, R Randall, S. Singh, A. Staines, G Wright and Mr JV Haste (Clerk). There were no members of the public present.

MINUTES OF MEETING

662. APOLOGIES FOR ABSENCE – Cllrs. Aylesbury and Joshi-Boparai had sent apologies due to prior commitments and Cllr. Lane tested positive for Covid-19. Cllr. Mrs Bysshe absence noted

663. MEMBERS DECLARATION OF INTERESTS – None received.

664. PUBLIC PARTICIPATION – no members of the public were present.

665. FREEDOMS of the PARISH of GLINTON – this special meeting was called to consider conferring the Honorary Freedoms to four former councillors who stood down in May 2022 with a combined 173 year service to the parish council.

Section 249 (5) of Local Government Act 1972, as amended by Section 29 of the Local Democracy, Economic Development & Construction Act 2009, allows a relevant authority (including a town or parish council) to admit to be honorary freemen or honorary freewomen of the place or area for which it is the authority:
a. Persons of distinction, and
b. Persons who have, in the opinion of the authority, rendered eminent service to that place or area.

Section 249 (8) of Local Government Act 1972, requires a resolution to be passed:
a. at a meeting of the relevant authority which is specially convened for the purpose and where notice of the object of the meeting has been given; and
b. by not less than two-thirds of the members of the relevant authority who vote on it

a. We RESOLVED, by the unanimous vote of those councillors present and voting to confer the title of “Honorary Freeman of the Parish of Glinton” on Alderman John Frederick White Holdich OBE for his exemplary contribution to the parish and residents as a former Parish Councillor for a continuous period of 43 years, and as a former Chairman of the Parish Council and former Ward Councillor.

b. We RESOLVED, by the unanimous vote of those councillors present and voting to confer the title of “Honorary Freeman of the Parish of Glinton” on Edward Thomas Eric Spendelow (Known as Eric) for his exemplary contribution to the parish and residents as a former parish councillor for a continuous period of 55 years.

c. We RESOLVED, by the unanimous vote of those councillors present and voting to confer the title of “Honorary Freeman of the Parish of Glinton” on Robert William Johnson (Known as Bob) for his exemplary contribution to the parish and residents as a former Parish Councillor for a continuous period of 42 years and as a former Chairman of the parish council.

d. We RESOLVED, by the unanimous vote of those councillors present and voting to confer the title of “Honorary Freeman of the Parish of Glinton” on Peter Derek Skinner for his exemplary contribution to the parish and residents as a former Parish Councillor for a continuous period of 33 years.

666. Date, Format and Venue for formal presentation to the former Councillors

i. We Unanimously agreed that the award of the honours be recognised in the form of a Framed Certificate to be awarded at a time and place to be agreed.

ii. On consideration of the possible venues for the presentation, and the constarints associated with each one under consideration we agreed to use the Village Hall and furthermore agreed to make the presentations commencing at 3pm on Tuesday 26th July, subject to that date and time being acceptable to all four former councillors.

iii. We considered the prices and fare offered by The Bluebell, Fishers and Chef de la Maison. All caterers had suitable offerings at various prices. By a majority vote we agreed to ask Fishers to provide the Buffet and to enquire whether they would be willing to provide a setup and take down service and to provide drinks as additions to their quote.

That concluded the business and the Chairman duly closed the meeting.

Post meeting note: Tuesday 26th July, subsequently proved to be unsuitable as not all four former councillors were able to make that time or date. The Chairman and Clerk ascertained the availability of all four and the availability of the Village hall. The confirmed time and date for the presentations was amended to 5pm on 2nd August in the Village Hall.
