1. APOLOGIES FOR ABSENCE.

2. MEMBERS DECLARATION OF INTERESTS.
a. Councillors to declare any Disclosable Pecuniary interests not already registered or other Interest in any items on the agenda.
b. Consideration and granting of any application for dispensation submitted by members.

3. PUBLIC PARTICIPATION.
To allow up to 15 minutes for members of the public, and Councillors declaring a prejudicial interest, to address the meeting in relation to the business to be transacted at this meeting.

4. TO SIGN & APPROVE MINUTES OF PREVIOUS MEETINGS held on 20th February, 2024

5. MATTERS ARISING FROM MINUTES OF PREVIOUS MEETING – (if any) (Information only).

6. PLANNING – To receive an update on the status of planning applications still not determined at the previous meeting, and, as statutory consultees, consider the following applications and any additional planning applications validated prior to the meeting and respond as appropriate to the planning authority.

a) Update on current PLANNING APPLICATIONS made in 2023/24.

b) Planning applications submitted since the last meeting of Parish Council.

i. 24/00208/LBC – 18 Welmore road – Demolish existing boundary wall and rebuild with some changes.

ii. 23/00504/HHFUL – 11 North Fen Road – Extensions to side and rear elevations, replacement roof, insertion of rooflights, alterations to access and boundary wall

c) Neighbourhood Planning –
i Questionnaire – to receive an update on the results of the consultation exercise.
ii Housing Survey – to consider response from Cambs ACRE

d) Review of Local List – Glinton Parish Council invited to comment – Consultation Closes 9th April – recommendation to refer to NP working Group

7. COMMUNITY MATTERS –

a) Cemetery – Anti social behaviour and Vandalism – To receive an update and consider appropriate actions.

b) Rural Policing – to note arrangements for 12th April and agree form of publicity to get maximum takeup

c) Events – Chairman to report on any further progress by the events group
i. D-Day 80 – 1st June 2024 Glinton event, as part of commemoration events

d) Ashburn Close Play Area – to receive an update on progress with the transfer to the parish Council

d) Playing field prevention of Strimmer Damage to trees and play equipment – Cllr. Randall to provide update on order of protective material and arrangements to install

e) Climate Change – Action Group – Chairman to provide an update (if any).

f) Glinton PC Future Engagement with Peakirk PC – Cllr Staines to report

g) Biodiversity – Nature Recovery Project(s) signage – To receive an update from Cllr. Staines

h) Village Hall – to consider next steps in light of consultation exercise.

i) Community engagement – To receive an update report from Cllr. Jackson on parish council Facebook page.

j) Defibrillators
i. New defibrillators – results of extended temperature monitoring exercise– Cllr. Randall to report

k) Existing Village Sign – to consider responses to social media publicity on future of the old sign

l) Primary School academy plans – update

8. REPORTS – Standing item – To note the reports of Councillors and/or clerk attending meetings as representatives of the Parish Council (if any).

9. GOVERNANCE MATTERS

i) Netwise – upgrade to Flexmail – To confirm all parish council email addresses converted satisfactorily

ii) Tree Safety Report – To consider the quote from East Midlands Tree Services

iii) New Village Sign – to note – contribution from Community Leadership Fund – expected to be Circa £2300 (courtesy of ward Councillor Peter Hiller)

i. Wildlife & Countryside Act 1981, Section 53 & Schedule 14 – Application for a definitive Map Modification Order – Consultation Closes 15th April – seeking recognition of a Public Right of Way

11. HIGHWAYS –

i. School Run” Parking issues – subject to attendance of Rebecca Presland of Peterborough City Council

ii. Parish councillors Observations.
